Upstream support for reporting connections to unlisted trackers as issues in
Xcode

Upstream code from WebKitAdditions, in NetworkIssueReporter. This uses new
CFNetwork and libnetwork
SPIs to raise any connections to unlisted trackers as issues in Xcode, if the
relevant debug
settings are enabled (i.e. `ne_tracker_should_save_stacktrace` returns `true`).
