Scrollbar gutters don't update when scrollbar-width value does

Reviewed by Tim Nguyen.
Correctly diff scrollbar-width inside of
RenderStyle::rareDataChangeRequiresLayout.
Scrollbar gutters now correctly repaint.
Add a WPT test that tests this.
