When using build-jsc on Linux: Can't exec "xcodebuild": No such file or
directory

Reviewed by Alexey Proskuryakov.
Move some code that's only used for XCode builds to an XCode-specific
codepath.
Also, add a FIXME to indicate that some of it is broken.
