[WPE][GTK] WTF_DateMath.calculateLocalTimeOffset is passing consistently
Unreviewed test gardening.
This test was marked as failing in 2018 in 199109@main and later, as flaky
in 2020 in 227626@main, no related open bugs. It's been passing in the
last several thousand reports per `wk-bot-digest` for WPE and GTK.
Removing failing expectation for this test.
