REGRESSION(256929@main): [GLib] Extremely poor keyboard scrolling performance
on various websites, view scrolls in wrong direction

Reviewed by Carlos Garcia Campos.
Turn off the event driven smooth keyboard scrolling code. Unfortunately
it does not work very well as of yet.
