[IFC][InlineContentBreaker] Add fast path for text only minimum intrinsic
width computation

Minimum width computation is heavily used by flex, table, float and out-of-flow
content.
~10% progression on
PerformanceTests/Layout/line-layout-preferred-width-break-all.html.
