[GTK] Garden WebKitWebProcessExtension/user-messages, continues to be flaky
Unreviewed test gardening.
This test has been flaky in GTK since webkit.org/b/211336 was filed in
2020. In 265772@main in July 2023, we removed the failing expectations,
and removed those bug tickets from the expectation file, without noting
or closing the bugs. This patch restores those expectations; same issues
persist in GTK as per b/211336.
It also appears that 267125@main didn't resolve those flakiness
issues for this test in particular.
* Tools/TestWebKitAPI/glib/TestExpectations.json:
Restore existing expectations as per before. Noting bugs in
bugs.webkit.org to follow up.
