Validate WebCodecs encoder HEVC codec string parameters

Reviewed by Eric Carlson.
Pass the codec string from WebProcess to GPUProcess when creating an encoder.
Have LibWebRTCCodecsProxy::createEncoder validate the codec string before
instantiating one.
Add a test to cover this case.
This test should be removed once
https://github.com/web-platform-tests/wpt/pull/41540 is merged.
