Make didReceiveEvent() only called by event completion handlers

Events sent from the UI process expect a returning DidReceiveEvent() call to
indicate that the event
has been handled or not. Change this so that these events are sent using
sendWithAsyncReply and the
completion handler calls didReceiveEvent().
