Enable ENABLE_H264_HIGHPROFILE_AUTOLEVEL for iOS as well as macOS, but not
simulator.
This allows to use the right high profile level according the frame size.
Simplify the macros of HAVE_VTB_REQUIREDLOWLATENCY,
ENABLE_VCP_FOR_H264_BASELINE and ENABLE_H264_HIGHPROFILE_AUTOLEVEL,
which are all enabled on macOS+iOS but not simulator.
Simplify the macros of ENABLE_VCP_ENCODER and ENABLE_VCP_VTB_ENCODER which are
all disabled now.
