Align UA Stylesheet by adding `writing-mode: horizontal-tb !important;` for
all math elements in mathml.css

This patch aligns WebKit with Web Specification [1]:

WebKit was using 'writing-mode: horizontal-tb !important;' only on `math` but
as per web standard,
it should be universal rule and used for all and this patch fixes it.
