[GTK] API test WebKitFaviconDatabase/get-favicon consistently flaky in bots
Unreviewed test gardening
Test was originally reported as flaky in 2019 in webkit.org/b/205381 in
GTK; it remains flaky with same error message as then, so filing under
same bug. Marking flaky as per behavior in bots.
