PreferPageRenderingUpdatesNear60FPSEnabled is marked as a "developer" feature
but enabled by default

It's on by default on every platform except visionOS (controlled by
ENABLE(FULL_SPEED_ANIMATION_LOOP)). Since feature status is only exposed
on macOS, set it to "stable" to reflect its semantics.
