Increase the scope of having a non-null `m_currentTransaction` in
`RemoteLayerTreeContext::buildTransaction()`,
since `paintReachableBackingStoreContents()` can call
`PlatformCALayerRemote::copyContentsFromLayer()` for
layers with reflections, and we need
`RemoteLayerTreeContext::layerPropertyChangedWhileBuildingTransaction()`
to see `m_currentTransaction` so we mark the clone as having changed properties.
