Make http/tests/site-isolation/frame-access-after-window-open.html not time
out until implemented

Unreviewed.
It passed because site isolation wasn’t enabled for window.open, but
270278@main changed that.
It needs implementation to work like it used to. To make the test no longer
time out until then,
we disable site isolation in the test for now.
