[JSC] Add generate-sampling-profiler-flame-graph

This patch adds generate-sampling-profiler-flame-graph, which generates
flamegraph html file from JSC sampling profiler output.
For example,
cat JSON/100/CPP/Speedometer3.0-TodoMVC-WebComponent.json |
generate-sampling-profiler-flame-graph > result.html
can generate standalone flamegraph file.
d3.js OSS-ID is OSS-18297 and d3-flame-graph.js OSS-ID is OSS-18298.
