[CMake][WPE] Add WPE-specific CMake presets

Reviewed by Carlos Garcia Campos.
We already have GTK-specific presets in `CMakePresets.json`.
They work pretty well both with `cmake` command line tool and
"Visual Studio Code" with "CMake Tools" extension.
