REGRESSION(268723@main): Fix auto-installed versions of twisted and PyOpenSSL
for the bots (try 2)

Twisted 23.x can't be used until Bug 261082 gets fixed (needs PEP 517 support)
so lower the version to 22.x that works without that and is enough to fix the
issue with python 3.11
And install a version of cryptography compatible with the new version of
PyOpenSSL.
