[WPE][GTK] Add libportal to the Flatpak SDK

Reviewed by Carlos Alberto Lopez Perez.
Our gtk3 recipe was somehow colliding with the one provided by the FDO SDK, so
we now patch the FDO
junction with our changes instead. The libportal recipe from Carlos Lopez is
adapted with build
fixes.
