Make isStatelessLambda check compile-time

Reviewed by Justin Michaud.
We can ensure that lambda is stateless at compile-time with constexpr
isStatelessLambda function.
This patch makes it constexpr, and using static_assert instead of
RELEASE_ASSERT in LazyXXX classes.
