Using a predefined path to find PALSwift.h

Reviewed by Elliott Williams.
The earilier shell script implementation is rather slow and incorrect
as it makes assumptions on where the source is checked out.
This should be faster and better.
Based on excellent suggestions from Elliot Williams.
