Give fast/webgpu/present-without-compute-pipeline.html extra time to run in
debug builds

Unreviewed.
It timed out in a debug build. Mark it as slow. It's 5k lines of code.
Also, it always times out on Windows. Skip it entirely there like we do all
the webgpu tests.
