Build fix: WK_LIBFUZZER_COVERAGE should default to trace-pc-guard when
Fuzzilli is enabled

* Makefile.shared:
- Change WK_LIBFUZZER_COVERAGE to WK_SANITIZER_COVERAGE since the
variable name changed in 275632@main for another build fix.
