Add RELEASE_ASSERT() type check to downcast<>() on Intel

Reviewed by Darin Adler.
Add RELEASE_ASSERT() type check to downcast<>() on Intel, to match what we
already do on ARM. This tested as performance neutral on the benchmarks we
track.
