[IPC] Remove EnumTraits<WebExtensionDataType>

Reviewed by Timothy Hatcher.
Delete the EnumTraits in favor of the serialization format, already implemented
in 274603@main. This patch also removes the [OptionSet] attribute as it is not
needed.
