Remove legacy serialization API

Reviewed by Alex Christensen.
The last encoders using the legacy serialization API in
GTK/WPE were ported, so the legacy API can be removed.
* Source/WTF/wtf/ArgumentCoder.h:
(IPC::ArgumentCoder::encode): Deleted.
(IPC::ArgumentCoder::decode): Deleted.
