REGRESSION (277772@main) 1.8% regression on PLT5 on iPad

Disable the logic I added in 277772@main on iPad. At least, we'll get the
benefits
from 277772@main on macOS, until we figure out which this regresses youtube.com
on
PLT5 on iPad only.
