[tvOS] Enable VIDEO_USES_ELEMENT_FULLSCREEN

Set ENABLE_VIDEO_USES_ELEMENT_FULLSCREEN to 1 on tvOS and updated
defaultVideoFullscreenRequiresElementFullscreen.
