Enable a couple of feature flags in PlatformHave.h on tvOS

Enable `HAVE_UI_TEXT_SELECTION_DISPLAY_INTERACTION` and remove
`HAVE_CANCEL_WEB_TOUCH_EVENTS_GESTURE`
entirely, since we no longer depend on SPI for touch events on all iOS family
ports.
