[UnifiedPDF] Feature status should be preview on certain platforms

Reviewed by Sammy Gill.
We want to promote the UnifiedPDF feature status to 'preview' on certain
platforms.
In doing so, we lock all default values for UnifiedPDFEnabled to false,
so that it does not elicit false positives raised by our feature default
validation mechanism. c.f. https://bugs.webkit.org/show_bug.cgi?id=269475
