Add a setting to automatically adjust view scale when min. effective device
width < view width

Add a runtime preference to control whether or not the view scale (i.e. layout
size scale factor)
should automatically adjust to fit the minimum effective device width (mEDW) to
the actual width of
the view, in the case where the mEDW is less than the view width.
