[WebGPU] Invalid bounds check in RenderPassEncoder

The bounds check was incorrect, though I don't think in practice it
was possible to trigger it even through IPC.
Replace the RELEASE_ASSERT + memcpy with memcpySpan to ensure the
memcpy is safe.
