Remove local `missing-values-first-keyframe` and
`missing-values-last-keyframe` tests in favor of WPT

These tests exist as 'reftest' on WPT and already in our repo / imported.
So this patch deletes our local tests.
Both exists with same name in 'css/css-animations' on Web Platform Test suite
(WPT).
