WebAuthn requests that explicitly specify all non-hybrid transports should
not offer hybrid

For WebAuthn requests where an allow list is used, if every credential in the
allow list
specifies non-empty transports, and none of transports contain hybrid, we
shoudn't offer
hybrid as an option.
