Decouple wasm-omg test mode from isFTLPlatform

Reviewed by Justin Michaud.
Whether a platform enables FTL is not directly related to whether it
enables OMG.
Separate the two concepts in run-jsc-stress-tests, so that platforms
that enable OMG can opt into the wasm-omg test mode.
