[WTF] Define _STRINGIFY in all cases

The _STRINGIFY macro is also used by ETFEmitSignpost() when
JOURNALD_LOG is not enabled.
* Source/WTF/wtf/Assertions.h: move _STRINGIFY out of #elif ENABLE(JOURNALD_LOG)
