/pointerevents/extension WPTs are outdated and missing from upstream

We remove the imported/w3c/web-platform-tests/pointerevents/extension
directory in this patch.
This directory currently contains two tests:

imported/w3c/web-platform-tests/pointerevents/extension/pointerevent_constructor.html
-
imported/w3c/web-platform-tests/pointerevents/extension/pointerevent_touch-action-verification.html
The entire directory has been removed from the upstream tree, and we have
updated versions of both tests in `/pointerevents`, so we should just
remove these.
