[scrollbar-styling] Implement dynamic changing of scrollbar-width

Add code in styleDidChange to dynamically update the NSScrollerImp when the
value of
scrollbar-width is changed. Also send this value through to the UIProcess to
ensure this works
with UI-side compositing.
