WPT xhr/request-content-length.any.js should error early instead of timing
out if the load fails

Reviewed by Chris Dumez and Alex Christensen.
Test is sometimes timing out as CFNetwork thinks the load failed instead of
completed (see rdar://92818673).
While we look at it at the network layer, it is anyway good to have the test
fail quickly instead of timing out.
