[GTK][WPE] Enable touch related layout tests
https://bugs.webkit.org/show_bug.cgi?id=278717
Unreviewed gardening.
GTK and WPE ports support generation of touch events on
on WTR but the layout tests were skipped since a long
ago. Enable them and update the list of expected failures.
