[IFC][Cleanup] Move "logical top offset from baseline" computation to a
dedicated function

Reviewed by Antti Koivisto.
This is in preparation for fixing webkit.org/b/279034.
"logical top offset from baseline" is used by computeLineBoxLogicalHeight,
computeRootInlineBoxVerticalPosition and alignInlineLevelBoxes.
