[21F90/iPad12,1] VSL tests do not play video when video is in a blob object
but can be when streamed

Reviewed by Jer Noble and Youenn Fablet.
Work around rdar://132719739 when playing blob URL.
Manually tested on iPad. Couldn't replicate the content type that produced the
bug (all encoded with handbrake)
