Add warning regarding updating PDF.js

Reviewed by Tim Nguyen.
Precompiled binary code is not acceptable to Linux distributions and
increases risk of supply chain vulnerabilities. We can freeze the risk
by no longer updating it.
Of course, we should try to remove the binary code and resume updating
PDF.js as soon as practical. But nobody is planning to work on it right
now.
