[macOS EWS] TestWebKitAPI.SiteIsolation.PropagateMouseEventsToSubframe is a
flaky failure

Reviewed by Alex Christensen.
Speculative fix, unable to reproduce locally. Make sure the iframe has loaded
before sending mouse
events and evaluate JS until `eventTypes` has three values.
