[CoordinatedGraphics] Merge TextureMapperPlatformLayerProxyGL into
TextureMapperPlatformLayerProxy

Reviewed by Nikolas Zimmermann.
GL is currently the only subclass of TextureMapperPlatformLayerProxy and
we don't plan to add more subtypes, so let's just merge them to simplify
the code and avoid unnecessary casts.
