[JSC] Update `Intl.DurationFormat#resolvedOptions` to the latest spec

This patch makes the following changes to update
`Intl.DurationFormat.prototype.resolvedOptions` to
the latest spec:
- Does not put `fractionalDigits` when it is `undefined`[1]
- Put `numberingSystem` before `style`[2]
