[JSC] Add fast path for `Array.prototype.with`

Reviewed by Yusuke Suzuki.
This patch adds a fast path for `Array.prototype.with` using
`@arrayFromFastFillWithUndefined`.
According to the microbenth, it is 1.8x faster.
