Unreviewed. Fix WEBKIT_SKIA_ENABLE_CPU_RENDERING handling
* Source/WebKit/WebProcess/glib/WebProcessGLib.cpp:
(WebKit::WebProcess::platformInitializeWebProcess): Remove the negation,
the intention is to enable GPU rendering when the CPU rendering is
disabled, which is the same as the environment variable containing "0".
