[GTK][WPE] Build broken with ENABLE_FULLSCREEN_API=OFF

Don't try to use the FEATURE_DEFAULT macro to get the default value of the
enable-fullscreen setting, and don't handle fullscreen state changes when
ENABLE_FULLSCREEN_API is disabled.
