[JSC] Minor improvements to logs related to OMG tier-up

Reviewed by Mark Lam.
1) Log if we decide not to emit OMG tier-up checks into BBQ.
2) Use the "[spaceIndex]" prefix notation in another log
statement to make logs easier to correlate.
